Act 3 Passive Point Rewards

Is it possible to miss any rewarded passive points in act 3? After reading that there are 21 free passive points through all the dificulties I've been going mental to try and find them all.

I'm aware of

-Passive point for killing the grandaddy crab.
-Passive point from the Allflame quest.
-Passive point from Bestel for opening the western forest.
-Passive point rewarded for killing all the bandits.
-Passive point for collecting the 3 gold busts for Hargan.

If there are 21 points there should be 7 in each difficulty I'm missing two and I'm already at the Lunaris temple.

Did I do something wrong?

Killing the final(ish) boss in act 3 grants 2 skill points.

It's not actually intended to be the final boss, as parts of act 3 are still in development, so that's why there's a quest reward for that fight.
