Strongbox not giving any loot :(

Not sure if this thread is too old to contribute too, but this happened to me today.

Level 66 Shadow, Lunaris Temple Level 1. Rare Cartographer's Strongbox, located in the large room with many benches after the unique boss on Level 1. Monsters did drop loot, but strongbox did not.

Does this mean that Strongboxes are supposed to NEVER drop no loot?
I thought they have the same chance to drop nothing like regular chests.
