1. I think the appropriate solution to this is to ensure that some Vaal Orb implicit mods are weapontype exclusives. It might be the case that axes don't get any such exclusives, due to their usual lack of an implicit, and that's fine; since there is nothing to replace, they'll be popular targets anyway. But there should be some kind of wacky Vaal result (or results) which is dagger-only, one (or more) which is claw-only, etc., to maintain some degree of distinct identity.

Since the data on corruption effects still isn't all in yet, this could turn out to already be the case.

2. This is a case where I'm inclined to agree with you. The chance of nothing happening doesn't necessarily need to be zero, but it should be a rare occurrence. I am not quite sure if it is too common currently or not, but it is a concern.

I think the simple solution is that vaal orbs should add a 2nd implicit mod. It's the only real solution that would address implicit balance concerns.
