Crest of Perandus Shield bug?

Hi guys,
Just wanted to check if this is actually a bug? I have a Crest of Perandus Shield and upgraded it to 20% but the Block Chance remained at 40%. I was expecting it to increase to at least 46 or 48%. I believe quality on shields no longer adds to block chance, but has the same effect as on all armour (increased defences)
