OP: any build that wants 40-50% increased ES more than a weapon that's useful for increasing your damage. Summoners, ES RF builds. As others have said, the mana leech and physical damage are useless for spells. The global crit is pretty lame compared to a dagger.

" Pretty much this. Not sure that exact number, but I roughly get almost 1k ES from this wep, so I kinda find it BiS in combo with Rise of the Phoenix. Sadly, I cannot spam attacks since I got no mana regen because of Shav's revelation ring, so using this wep for increasing ES is worth it for my ES RF build. You can also use it as offhand for double strike crit build, as double strike use only main hand attacks, and you're able to get twin terrors cluster for lots of crit chance.
