Book of skill did not grant passive skill point

I received a book of skill from Tarkleigh for completing the quest "A Dirty Job". When I used the book it was consumed but I did not receive a passive skill point. I had three unspent passive skill points from leveling when I used the tome.

It's not a Book of Skill - you get Respec points for A Dirty Job.
