Confusing Item Modifiers

I am confused about some of the modifiers shown on the Prefix and Suffix pages.

For example, on Prefixes under Evasion, there is a mod called Dancer's. There are three rows listed for Dancers:

• Level: 18, Stat: Base Evasion Rating, Value: 11 to 35
• Level: 19, Stat: Evasion Rating +%, Value: 5 to 7
• Level: 18, Stat: Local Base Evasion Rating, Value: 11 to 35

What is actually indicated by this? Does it mean that the Dancer's prefix gives all three of those stats? If so, what is the distinction between base evasion rating and local base evasion rating?

Since its become hard to me to make edits to the wiki, I use this way to respond on the discussion 'there'.

AFAIK, these are different mods with the same name. They cant happen at the same time on the same item, and (also AFAIK) they are sometimes even restricted to different types of items: 'local evasion' can only spawn on evasion defensive gear, as example.
