Lightning Strike question...

Hello.
Maybe i am missing something but it seems that the weapon contact with the enemy will not apply Shock effect at all when using lightning strike. Projectiles on the other hand seem to apply it to the targets behind but i've never seen the initial strike on the main target actually shock it ?

as i said i might be missing something but if there is something i should know,id be happy to hear about :)


PS:im not using resolute technique and i still can't notice the shock effect even when i crit.
