No, the lowest possible evasion is 5% so even with the reduction from IR it is still 5% thus getting Arrow Dodge would make that 10%. Is that useless well thats for you to decide.

It is a misconception that evasion is worthless. you can't focus on just 1 defense in PoE, or else later on you'll get shafted. you want to focus on a minimum of 2 defenses. it is possible to have up to 6 defensive rolls.
i'm currently using a ranger to do my build, but back in CB i played a Duelist that was full evasion and later picked up Acrobatics , Phase Acrobatics and Arrow Dodging. this gives me an Evasion roll, a dodge roll, spell dodge roll and increased evasion against projectile attacks. not only that but i use a shield and rapier with my build, later on using a claw for % lifesteal on weapon ( high lvl classes get % as their base lifesteal in stead of life gain on hit ). my shield is evasion , so that gives me a hell of a lot more bonus evasion chance compared to someone using a bow or two-handed weapon. not only that but a shield gives block, and if you have a certain unique necklace you can get spell block. i had no real trouble at lvl50. yes sometimes i would die, but only if i got hit a few times in a row, which rarely happened. you also need lots of HP, regardless of your build. you can't deny HP in PoE unless you use a CI build. i'm documenting my playthrough as i go through normal difficulty on youtube, so im not far yet as i dont play every day, but ive had no trouble at all. the only hard part with this build is HP and resists, which you get mostly from gear. but just like D2, getting gear is a part of the game. certain uniques also give you an easier time with ailments. GGG is a smart dev. they make it a point that if it's in the game, it has a use. everyone thinks armor is so great, but actually armor is bad against really strong attacks because it only mitigates some of the damage and not all of it.
