Can i change skills to F1-F5?

I know i can change skills from QWERT to F1F2F3F4F5 but one problem comes up.
F1 opens FPS and Latenty charts so i guess what im really looking for is how to change F1 so it doesnt open these charts. If anyone knows how please help me. Thanks.
