Item cosmetics + trading?

I had a search. But i couldnt find this topic.
I was just wondering if items with a cosmetic property were non tradable. The effect would have to be removed before selling the item? to another player that is. OR could people gift someone else cosmetics through this method? Smoother than Smooth.

You have to remove any cosmetic effects from an item before dropping or trading it. This is to prevent cosmetic item upgrades from becoming an indirect way of purchasing in-game wealth.
