Why paladin has no pants and why is there no full armor

Why does templar have no pants, I am lvl 33 and still wearing shorts. Why is the idea of not having templar wear pants, why is there no full armor. What is the idea of not having full armor, in the beginning its right that the person has no full armor. But later on the person should start wearing full armor, but its like the devs are lazy to make full armor.

I'm guessing armour types will see a redesign sometime in the future, similar to what they did with helms.
