Does character level matter for crafting?

I blew over 100 jewelers trying to roll preferably 6 sockets on a itemlevel 59 chest. I know 6 sockets are quite rare, but I did not even get to see 5 once during that process. Crafting was done with a level 31 character. From what I read so far I assumed that only the itemlevel mattered and crafting could be done with whatever character you desire. Did I assume wrong? Or did I just hit a bad streak?

Yup, only item level matters. It wasn't a particularly bad streak either, you'd be really lucky to roll 6 slots under a 100 jewelers, do you feel lucky?

But what about 5 socket...?

Look at it this way. Bought an ilvl 69 6s 4l 2h maul.
I was hoping I could 6l it. in the first 50 or so fusings I managed to 5l it... I was like "pfft easy..." so I kept rolling. I'm way above 500 fusings now and I'm yet to see 5L again.

I know it's not exactly the same thing but should show the scale.
