Alright Alright, I guess i'll explain here. You don't seem to understand. :)
I'm completely aware that they are top tier mods, however, they are not mods you want on an amulet because amulets are able to get mods which other pieces of gear cannot. For instance, anyone who is able to afford a mirror is going to be capped on resists through their Helm / Chest / Belt / Glove / Boot / Slots and will not need resists on an amulet to help them out. To maximize the usefulness on your character, you will want to get every possible DPS mod you can on an amulet because other slots cannot have such mods, yet they can have resists. Therefore, resists on an amulet are not ideal and are considered a 'wasted' stat on an amulet to a GEARED character.
