I seem to remember reading here somewhere (I'll try to find the post after I post this) that IIR doesn't in fact directly increase the chance that you get a rare/unique. What it does is simply increase the chance that a white item will be blue. But, because you are getting more blue items, it therefore indirectly increases the chance of rares/uniques?
