Scion did not unlock

I just made it into the last part of Act III normal for the first time, through the Sceptre of God, and died to Dominus twice. I had let the Scion out of her cage, and got the achievement so I decided to roll a Scion for the first time, but she was not available. I googled around a bit, and saw a video of someone unlocking her by letting her out, and then talking to her once again, so I thought I must have just missed the second dialogue bit. I go back through the sceptre of God, and I find the cage is empty. What do I do now to unlock the Scion?

Defeating Dominus and entering Cruel should also unlock the Scion.

You have to:
1. open Scion's Cage and set her free 2. defeat Dominus and enter cruel difficulty "No, it doesn't...at least not for me. |

You only need to set her free of her prison, defeating Dom isn't required.
Since the last patch you should also be able to unlock her by defeating Dom. However due to the increasing number of threads about it in the recent days I wouldn't be surprised they messed up somewhere and now some people can't unlock Scion. |

so if i get the achievement but miss unlock scion(the second dialog) in normal i need to go through cruel to unlock her???

No. Close the client and restart it and you'll see her.
