Consecrated Grounds and CI

I have a question about Consecrated Grounds.
From what I understand, Consecrated Grounds gives 5% life regen when standing in its radius. If my max life is 1 from CI, does consecrated grounds not work effectively when paired with ci and zealots oath? Why would you regen life if you only have 1? Your question makes no sense.

" Because his life regen likely applies to ES because of Zealots Oath. If you don't have Zealots Oath then no it won't work. If you have regen applied to ES it should work, based on your ES, like normal life regen is with Zealot's Oath. But I don't know that.
