No, you see, for 3 Wisdom scroll, I should be offered 1 portal, that's the accepted exchange rate.

What I mean is, going through the sellers inventory, and PURCHASING items using my items nets me a much, MUCH greater reward then simply dropping my gear and selling it for whatever.

THAT'S the bit I don't understand...

Thats really bad luck! On my side, its of course not a constant flow (especially in races I somewhat lack gem drops) but often when gems start dropping in a session, there are more to come later...

There are (since the changes some patches ago) not that many gems that are no quest offers (of course again, across all classes). These ones are meaned to be rare to some degree (at least, the higher baselevel ones), and thats they are. I, in 14 month of participation, never found an 'Added Chaos Damage' gem (maybe the only one from the higher, older gems) - as opposite, I think I found 3 town portal gems (I Know I have at least two in legacy) - and HOW rare are these?

Clarity is relatively easy to get from a quick Witch2Brutus run ^^
