I am thinking of making a wand-attack based ranged attack totem. (yes, I know)
I am thinking of having 2 RATs with Elemental Hit and I myself would use Power Siphon. I have a question...
Culling is an on-hit effect. Does it apply even if I deal no damage since I have ancestral bond?

Yes. You can cull a monster inside that Proximity Shield Nemesis mod (not sure about the name) even if your not inside, so it would probably work with Ancestral Bond.

I'm fairly certain as it is an effect. However, the target would have to already by at 10% or less in order for the effect to affect the target.

As I said, i'd use it only to strike down monsters that are getting hit by my totems. Mainly to get Power Charges.

Also yes OP cull works even with AB.

Actually, I never read something unless a question about it comes up. I just read it now and realized I was right.
