Final patches before open beta

I was wondering if there will be a final patch before open beta so we can see all the final nerfs and stuff so we can decide which character to play. Or will open beta come out with everything?

All the balance changes and new content will come in the 0.10.0 Open Beta patch. Of course patch notes will be released in advance as usual.
