Lets say I'm running level 1 CoDT, level 5 enduring cry, and level 7 molten shell. Will adding empower stop them from casting?

No no no. These gems at the levels I mentioned meet the stipulation that they can't be a higher level requirement than CoDT. But add 3 levels from empower, and they would be over lvl 31 player level required (lvl 31 is what a lvl 1 CoDT gem requires).

No, but the skill supported by CwDT is. So the question is : does the game applies empower before checking the required level for CwDT or the opposite ?

Exactly what I'd like to know.
Honestly I don't have a 6 link armor to work empower into, and I can't really afford the increased cost on an aura, so if this combo works it will be the perfect place to use empower.

If cast when damage taken has lvl requ. of 31 and the spell has lvl requ. of 30 without empower and >31 with empower, the spell wiill not work with lvl 1 CwDT if it is supported by empower.
Edit: I am not GGG, but that is how i expect it to work.

Why would you expect that? The level requirement stays static with the base gem, does it not? I've never had a gem disabled by a + to gem level item, even if the gem was currently at my level req.

I don't own an Empower gem, but I assume it works like + Gem Level mods in helmet/weapons; in which, the level requirement doesn't increase.
