I'm not sure the Intel GMA 3150 has support for pixel shader 3.0 which is needed to play the game. You may need to update your graphics card in order to play.

Also point out that you only have 2 gig of ram...the absolute bare minimum recommended, wouldn't be so bad but your windows 7 and other background programs will take over a gig of that.

A more updated version of the minimum system requirements can be found on the Steam page:

Graphics: NVIDIA® GeForce® 7800 GT or ATI Radeon™ X1950 Pro or better

Network: Broadband Internet connection
Hard Drive: 5 GB available space

As for the error you're receiving, if you run the dxsetup.exe file it should resolve this error, the setup file is located in: *\Program Files\Grinding Gear Games\Path of Exile\redist

Let us know if this doesn't help.

One thing you can try is editing the following lines in your production_config.ini file:
[DISPLAY]
antialias_mode=0
borderless_windowed_fullscreen=false
fullscreen=false
post_processing=false
resolution_height=600
resolution_width=800
screen_shake=false
shadow_type=no_shadows
texture_filtering=1
texture_quality=3
vsync=false

Let us know if this doesn't help.

If you go to the Options menu from the login screen, it will allow you to change the settings around and then when you save the settings and restart the game client, it should work.

If it doesn't, sadly the game is not going to run on your graphics card.
I found a few other threads where players had similar problems. :(
