Vaults of Atziri - What is the chance of a rogue exile appearing?

Also, I noticed that they go for like 10 chaos in Nemesis. This seems pretty way off as I remember Vaults going for several exalted orbs when I played a long time ago in HC. When I played a long ago in HC, unique maps were new for that time period so I can understand VoA going for several exalted at that time but why the massive decrease in price?
