Captain Fairgraves missing from docks normal

Did you do his act 1 quest first?

Friend in the same situation. Has decanter and plum but fairgraves won't spawn. He's completed the quest in act one. My suggestion, submit a bug report.

Captain Fairgraves didnt spawn on this character either. Any ideas how to solve that problem?

He only spawns after you killed him in a1 iirc (after completing the quest).
Unarmed for life! (although I do like maces too recently)
