At the moment Arc+Chain means going from 150% damage output to 125% for double the mana.
My idea is for chaining to occur (on Arc only) from each original point of contact, resulting in 9 hits at 25% damage effectiveness each.
This gives it 225% damage output and will give us an "AoE" Arc, a Chain Lightning if you will.

To me this looks like you have both Fork and Chain on your proposed arc skill. I'm not sure what putting both of those gems on arc does in-game, but this should be it. Damage would probably have to be buffed though...
Its basicaly same mechanic how any LMP/GMP-ed projectile will chain with "chain" support gem...
It was discussed somewhere on 20~35 pages on ARC feedback thread that ARC is only spell that is nerfed with chain support in damage terms (3 x 100 > 5 x 50), while in same time its only mechanic-changing support gem for ARC

It's not Fork I'm trying to illustrate. Arc has 3 "Implicit" targets. My suggestion is that Chain the support gem happens from these implicit targets.

An additional idea I have for buffing it's single target capacity is for Arc to have stored energy. If there is only 1 target around it will take the full damage of all 3 implicit hits (150%). If linked with Chain, the support would be considered "explicit" and not contribute to this stored energy. Otherwise Arc + Chain would be crazy single target skill. The extra chains should not contribute, making an Arc + Chain deal a max of 75% dmg vs a single target, half of an unsupported one.

I like the idea that Lightning spells finally have a useful offensive spell that isn't spark
GGG looked at Arc and decided it only needed a 23% damage buff. That probably means there's some super-cunning way to make Arc strong that only the hipsters know about.

What I don't understand about the skill is why the crit chance is so low. Get rid of that weak chance to shock and bump up the crit chance to 7%, and it opens up a lot more options for making it work, against small numbers of targets at least. I'd rather not turn Arc into something that hits all over the place, as we already have enough spells like that (Spark, for instance).
Fork with Arc is OP. Chain and Arc should not work together because Arc chains twice and the support too.
