Rounding down from .75?

I'm having an issue with a certain thingy. I've got a level 17 purity at the moment, which is 25% resistances base. I have the 2 skill nodes in the upper left of the tree, one that adds 12% to aura effects, and the other that adds 3% increased effects of buffs on me.

All in all, this should be 25 * (1 + .12 + .03) = 28.75

So my resistances should increase by 29%, since rounding should go up in this case should it not? Well, it doesn't. It rounds down to 28%. Is there an error on my end, or is it really supposed to round down from .75?

Just to verify that both effects apply to auras if anyone wasn't sure...

The following is an excerpt from the PoE forums about how the "increased Effect of Buffs on You" passives work:
Buffs, in this case, refers to things that show in the top left of the screen, are not charges, and are not bad (those would be debuffs, these passive don't make those worse for you).The list of buffs affected by it is:

It truncates the decimal to calculate the aura effectiveness, simple as that.

That's ridiculous, that means that when purity goes to 26%, it will calculate to 29.9%... Is it really going to drop down to 29% instead of 30%??

Why is it ridiculous? If you can only get to 29.9%, then this means that your aura is not strong enough to provide at least 30% worth of resists, so it only gives you 29% of them, even if you have a some decimal percentage of a resist after the fact. I think this is completely reasonable.
