They absolutely do have motivation -- to control the economy. If there's a huge influx of players like now, maybe they lower them. If the population takes a dip, maybe they raise them. I wouldn't be surprised at all if they also alter the drop rates of specific individual accounts. Read any Chris Wilson interview; he's absolutely obsessed with making sure the game's economy doesn't fall apart. He mentions that exactly in almost every interview.
