Stuck in update loop on Steam

I am stuck in update loop on steam, what the heck am I supposed to do?
The game asks me to update every single time but when I restart POE on steam it re downloads
the update and asks me the same thing over and over and over again it never updates
properly or it does and POE is still complaining.

PLEASE HELP!

Edit: Restarting steam worked

I was also in steam update loop.

FIX:

close steam in desktop tray, I also looked in task manager and closed any other steam services or tasks.
after i opened up steam and restarted update seems to be working now. 4mins remain on update. GL hope this helps
