Item Grinding lvl 28.

Hey guys I want to pvp on lvl 28, And Im wondering if its possible to grind items at lvl 28 without lvling up.
So I dont lose the cap for doing the pvps.1x1 , 3x3.

The best solution is to use a higher level character with IIQ/IIR gear and farm a lower level area. If this is not applicable to you, you will have to wait; When PVP was announced one of the developers said they are thinking about to introduce a new currency item which will let you delevel.
The only solution at the moment- Do the grinding on a seperate character.
Isn't it better to grind end-game and use the currency you get there to craft gear for your lvl 28 toon instead of farming a low level areas?
You would farm the lowlevel areas to get items with an appropiate item level.
If you craft items with an item level that is too high, you might get mods not usable by your lower level char. (And farming in a high level area, there will be quite a few drops of base items with too high stat requirements)
So any opinions of which act and area to farm best considering ILevel, spawn density, etc?

Of course you have to use base items with low item level to make sure you can use them, but it shouldn't be that hard to get them. The bottleneck is the currency you need to craft them and it should be easier to farm currency in end-game areas.

You're not understanding how item level works.

If you're farming a level 60 map, items you find are ALL item level 60-62. If the base item has "required level: 28" and you alch it, chances are the level requirement will be much higher than level 28 when you're done.

No, the only reason to farm high level areas for low level items is if you plan on making a twink 28 that has a 5-link. That's actually possible, but for the above reason you'll spend way more chaos orbs re-rolling. It's an expensive ordeal.

The most efficient way to farm gear for your 28 pvp character is spamming norm oversoul runs. Or, choose an early miniboss in cruel to farm - fire fury? hailrake?

More specifically, since itemlevel can and will affect mods, the only thing you're likely to find of use in a high level area for a level 28 PVPer is a high-slot-count unique -- since they can drop at any level past their requirement but never actually have increased character level requirements.

If you find a low level unique at in a high level area, its itemlevel may well be such that the possible max sockets could be 4-6 even though it only has 1-3 to start with. Or it might drop with all six. You never know.

So basically any unique 2handed weapon (including bows) or piece of chest armour that has less than or equal to level 28 requirement intrinsically is worth more with a higher 'itemlevel' with absolutely no drawbacks.

For anything else, Z's advice is sound.
