Conductivity

I heared, that conductivity and lightning penetration dont cumulate. Is this correct? I have the feeling, that mobs die faster with conductivity than without(and i am using lightning penetration), but it is hard to say with a skill that ranges 1 to max.
conductivity and penetration stack additively but as gems, they do not link to each other. penetration goes on a spell or attack that deals lightning damage. conductivity is a hex on foe.
Been using this curse recently with my crit spark templar, today while i was browsing gems in wiki i realized any element specific curse like Conductivity reduces percentile value of your opponent's resistance exactly in the same way, and in same scaling as Elemental Weakness does. With the exception of mere shocking bonus that falls short to even mention.

Only %1 ailment increasement per 5 level ? Realy ?

For this reason I found these (element specific) curses being as quite a lazy/rushed curse designs. Worse thing is even the gem does not encourage a player to level up since shock bonus scaling is already dead on worthless !

Just see yourselves, and you will see that each element specific curse is actually a carbon copy of Elemental Weakness;

My Suggestion: Since each of these lowers opponent's only one element, both ailment and percentile reduction scaling should be more rewarding and meaningful.

Why anyone would be using one of these over Elemental Weakness, since both of their scaling are exactly same, in a party ?

Because up to 15% Chance to Shock is pretty enormous, Ignite builds quite like to, you know, Ignite shit, and the unique Taryn's Shiver causes Frozen targets to take 20% Increased Damage (and since it's on the enemy, it's multiplicative).

Not everyone plays in a party in the first place, either.

Basically this, I solo 99% of the time and as such I've never used Elemental Weakness, because I'd rather use a curse that provides additional chance to proc status ailment to my element than a curse that would increase sources of damage I'm not doing. I might end up using it whenever I get to making my dual element caster build with EE, but even then I don't know if it wouldn't be better to run frostbite to proc freezes more often anyway and just not rely on the other source of damage as much.

If you group all the time then sure, these curses don't make that much sense unless everyone uses the same element mainly(5LA+wand templar ahoy!) but a lot of stuff ends up being useless in groups.
If I use double curse on enemys, and the second curse is Elemntal weakness (Conductivity is the first of course) the resist penality in lightning resist become additive, or only the stronger one applied to the enemy??
