When "you" kill an enemy

Does Soul Siphon (and the other similar passive skills) grant mana (or life) when your minions kill an enemy?

Minions are a seperate entity from yourself. The only thing you can do to affect minions is if you gain +minion passives, or support the gem with a support gem.

Yes but wasn't sure since you still get XP and loot modifiers when your minions kill. Might not hurt to add explicitly to text somewhere.

When the minions kills stuff the kill it is still assigned to your character. So exp and drop rate are therefor applied. It's like a spell with its own mind.

I can dig that. For this reason, I had believed that +mana/life after kill would work as well. It seems analagous to me. Vivre la difference.
