Gems don't have an xp penalty regardless - if a monster gives 1000 xp, the gems will gain 100, even if you're so vastly overleveled that you yourself only gain 50 xp for killing the monster.

This is why it is -always- better be grind higher level zones when looking to level up gems - monsters in higher level zones give higher base amounts of xp.
