Best way to level gems to 20

Trying to get gems to 20 by release is docks, lunaris, or maps the best place? I plan on staying at lvl 72 and not level up any further to avoid xp penalty

Skill gems do not get an exp penalty, so the higher the zone level, the better.

Gems are not affected by EXP Penalty.

Just to reiterate what everyone has said..there is no reason to ever not level up yourself.

Maps, and even then it will take a looooot of 75+ to get a gem from 15-20.

Thanks for replies, I know than gems level up based on 10% off the xp you gain so I assumed if you over level an area you would gain less exp due to penalty
