Poison arrow increases manacost drastically with levels (from 6 mana on lvl1 up to 30+ mana on higher levels). So, if you want to use it for direct damage (not poison cloud), dont level it (better just have 2 versions).
For a single target spell don't you think Frenzy or Burning Arrow would be much better than an unleveled poison arrow? The poison cloud is a good amount of damage. Burning Arrow's mana cost is quite low as well.
