You should add stat gems to mimic Kaoms.

Alright, so the balancing idea behind Kaom's is its lack of Gem sockets right? Why not add gems that mirror that to a lesser degree?

By adding in Stat gems that can be socketed into "trash" unlinked slots, you can make Linked Slots less absolutely required for high end play (since, if you have a niddling unlinked slot on your gear, you can Pop in a stat Gem into its place), alleviating some of the Frustration of Gambling for Full slotted gear and actually making 5 or 6 linked items quality of life instead of required.

We already know that, with the proper pay off, Trading Slots for stats can work (based on kaom), so why not add in stat gems to replicate it? You could have +HP gems, +Str gems, +mana gems, +res gems, ect.

As long as the stats aren't ungodly high it should be very easy to balance, and you can add in the fun of Diablo's Gem combining (I loved "tetrising" gems, looking forward to finding another gem to combine a stash of gems into a big uber gem) by having Multiple levels of stat gems that you can trade at vendors for higher levels (SEPERATE from the quality level of the gems).

If POE is about choice, why not have both skill gems and Stat gems? both should be able to cooexist in the game.

What is this theory that PoE is about choice? Its not, its about killing monsters.

You HAVE choices, but the game isn't "Lets give them choices"

But on to your point, it has been suggested before, and it would actually be more of a nightmare to balance than you think. Lets take your simple example, you have +hp gems. What is stopping me from just running a 6l weapon (lets say caster staff like taryns), koams, +life on all other gear, and sticking the +hp gems in every socket besides my FP, maybe saving one or two for a haste spell and/or frozability (can't remember its name, frostbite?)

Instantly have super hp character that doesn't care about anything.

Broken.

Balance it? How? What is stopping me from doing this.

Lets just say it is very difficult to balance, its not something that will be done. There were some interesting ideas with huge posts on the forum quite a while ago where it was discussed in depth, but in the end the general consensus was that it wouldn't work that great. Some people still think the idea was perfect, but there is so many issues it brings up and hassle that its not going to happen

Chromatic orb Gem colors probability on items are weighted depending on the stats on that weapon: as such, You'd have a difficult time getting all 6 red Sockets on a caster item. As +HP would almost assuredly be a red gem, that would make it very difficult for that Caster to get Uber HP without an inordinate amount of resources sunk into getting those red slots, or wearing non-caster gear.

The only items that would easily pop up full red gem slots would be ones with a Melee bent, I.E., the ones who NEED that HP since melee is so brutal in this game.

Rarity/accessibility isn't a good way to balance stuff. By the way, staffs are Str/Int, so having 6 red sockets isn't too difficult.
Sorry Exile, but your loot is in another dungeon!

If you are playing an HP based caster, why would you not be wearing armour, which is easy to get pure red sockets, so you have tons of HP, tons of armour, and are basically just unable to die while getting huge dps thanks to the way spells work
I like the idea of +health gems because it frees up passive points.

this would make brainless one skill spam builds the obvious choice, so no

As a person who really enjoys running my witches with Arm/ES + EB i know for a fact that this would turn out bad. Your idea is a great start to adding some more depth to the gem pool but i know the first thing i would do is get as many red-sockets as i could because life for EB builds is usually a major major concern. I think a better option would be:

Regen X% health on stun starting at like 5% say, then topping out at 7-10%. Quality would add regen speed or something.

If youre stunned youre taking a decent amount of damage and to mitigate it would be a better approach for squishies/evasion than to stack stats etc.
You shouldn't dismiss an idea solely because it would be a "nightmare to balance". The real question is if it adds something good to the game. You shouldn't shy away from something that would possible enrich the game just because it will take some time until it is balanced.

In this case, though, I don't think that stat gems add anything of value. They are basically a sink for sockets that you don't need, i.e. they will try to accomplish exactly the same thing as the trigger gems that will be released this month. Trigger gems sound way more exciting than stat gems, so I don't think we need them for now.
