reaper's pursuit culling strike work with spells?

Someone problably already asked this before but i couldn't find the answer i'm looking for so i ask. The unique shadow axe reaper's pursuit has built in culling strike, i was wondering if that effect applys to spells?? like spark totem for example. Hope someone can tell me for sure that it works from a ggg staff or something thanks
