Idea to help with bandit respec

When ever the patch drops in October make a npc in a2 have a 1 time only ( or permanent ) quest reward type box and can only be clicked or taken from the npc if you have say 3-5 regrets in your inventory. I know you guys here this alllll the time and im sure ill get flamed for it but i think its a great idea, i have 2 characters that are level 91 and 80 that i'd love to respec or re build but with the bandit rewards i took would just be a waste.
