Armorers scrap does not apply properly

i have this pair of boots. i used 20 armorer scraps to make them 20% quality , a few minutes later i noticed they were 0% quality , i used a single scrap to check if something goes wrong and indeed something is wrong ,they are back to 0% .

did you use a Jeweller's Orb or Orb of Fusing?

i certainly used a fusing the second time , it is possible i used a jewelers the first time. is it a known bug? should i fuse it first improve it afterwards?

Not a bug at all...go read the patch note for 0.11.0 it'll tell you what you need to know
