Question about Wand Upgrades

I'm currently level 81 Witch with FP build using CI. It is kind of difficult to determine what might be an upgrade for me without physically equipping the wands when searching throughout the store posts. I thought this would be a huge upgrade, but it was not as much as I thought.

I have just gotten a wand with these stats on it:

First question, do I have to equip a gem in the wand for it to take advantage of any of these stats?

I use a Feezing Pulse Build, so will I be getting the critical strike chance for spells based just on the gem's CC which is 6%? Making the formula 6 x .97 = 5.82
Would that be adding the .97% to the 6%, to total 11.82 total critical strike chance for Freezing Pulse?

How do the spell damages and the critical strike chances add or compound into the damage this wand may produce?

Thanks in advance for any replies and clarification.
Your critical chance only applies to attacks or spells issued by the wand, else why would there be a need for "global critical chance". I have a very limited understanding though... so maybe someone else will clarify.

You dont need a gem in it to gain the benefit. The spell crit% ncreased is based off of the spells base crit %. The 31% local crit applies only to physical attacks with the weapon (power syphon)

No, you don't have to put gems on that. The only mod that makes you do it is "+x levels".

Yes, you got the crit chance correctly. With only that wand as CC source you'd get 11.82% crit.
That is, if the "31% inc crit" only applies to the wand, which I'm not sure.

"Increased spell damage" works the same as any "increased" modifier:
base dmg * (1 + the sum of all "increased" mods)

I think criticals are not calculated into tooltip dps.
That is a pretty nice wand

Keep in mind if your running gmp or lmp or your tooltip increase very rarely jumps a lot.

An spell crit chance and spell crit multi does factor into your dps tooltip.

Also keep in mind if your are looking at the tooltip with power charges/frenzy charges up or not up. If you don't run charges that's a moot point.

Thanks for all of your replies. I have not been using any of the charges, but now that I've gotten the build where it is, the only good increases on my passive tree are with crit nodes and I'm thinking now of replacing the zombies with power charges and adding these nodes. I may take a few passive refunds to experiment with.
