Has anyone determined whether the new skills can be obtained via quest rewards?

Arctic Breath is a witch quest reward. I picked it up last night but forgot which quest it was from. I think it was Brutus, cruel. You need lvl 31 to use it.

Arctic breath dropped for me in the ruthless river crossing... some monkey shat it out after I killed it. Not sure if this is the norm or if it's supposed to be just a quest reward.
