Well if you break it down

Fortify — needs to hit stuff to work
Culling strike — needs to hit stuff to work
Base crit chance — needs to hit stuff to work

Weapon does no damage so not good for hitting stuff.

Hence, those mods are not useful.

Choas multi, faster casting, and some crafted spell damage do not make it a good coaster weapon either unfortunately.

For me it seems to be a very very nice ring for CoC Cospris (it is on standard though)

What do you thing its value is? I guess easy 2 ex
