Power Charge on Crit + Tempest Shield

Issue: Power Charge on Crit can only ever create 1 power charge when used on Tempest Shield. Ive tried for several hours to get more than 1 power charge but it seams impossible. While you have 1 power charge created from Tempest Shield you cannot get another one.

How to try:
* Create a character with high block, high crit and high level power charge on crit.
* Run into a pack of mobs. You will immedietely gain a power charge.
* Try to get a second charge. It is not possible until the first charge expires.

If I'm understanding OP correctly, there's no reason anyone would ever be surprised. He's blocking multiple times, and activating the Skill multiple times - it's the exact same thing as firing off 25 different Frenzy arrows in a row into a crowd of mobs, critting 20 times, and only gaining 1 power charge from one of the first few crits.

If I'm understanding the OP correctly, Tempest Shield + Power Charge on Critical is most definitely not behaving correctly.

Exactly i activate the skill once but it is very unintuitive that I can only get one power charge since I block several times each proc should be able to produce a charge. I'm pretty sure the skill is not working as intended.

I'm interested in this "bug" as well so I'll try and bump this.

I think the tempest shield + power charge on crit works very unintuitively currently.

If it's true that power charge on crit only gives one power charge per cast then the current way it works is bugged as you can get more than one power charge per cast of tempest shield provided the one you got earlier ran out or the last power charge you got didn't come from a tempest shield + PCoC.

However, if it's true that power charge on crit only gives one power charge per critical hit roll* then the current way it works is also bugged as tempest shield cannot grant a power charge no matter how many critical hits you roll so long as the last power charge you currently got was from tempest shield + PCoC.

Now, if you get a power charge from tempest shield + PCoC and then get another one from something else (I testet this with power siphon) then you can get another power charge from tempest shield + PCoC without recasting it. As long as you alternate the source of power charges you can keeep getting as many as you like from tempest shield + PCoC.

In other words it doesn't grant one power charge per cast nor one per crit roll but rather only grants one so long as it wasn't the last skill to do so. Like I said, I don't think that is intuitive at all.
