7 iron rings + mana/life ring

I recently watched one of Kripparian's videos in which he demonstrated a vendor recipe that I tried to use myself. It apparently involves 7 iron rings + mana/life ring. The problem is that it doesn't seem to work. Either Kripparian missed some important detail in the video (like level of the items, or something else) or this vendor recipe is no longer available. Well, at least that's what I think.

My question is, does anyone know anything about it? Is it still possible?
