Dominating Blow and Culling Strike

Why does this combination not work? Is it because the monster dies before the "dominating" debuff could be applied for the monster to be converted?

Is this intended or will it be changed in the future? Thx

Edit: I am only swapping over to Dom. Blow + Cull for hits below 10%, so no initial Dom. blow hit before 10%.

I use this combo. I think it works fine.
In Wraeclast, if someone tries to kill you... you just kill them right back.

I think it works if you hit the monster with Dominating blow prior to 10% and then immediately again after it hits 10%.

My question is, why does it not work if it does not have the initial debuff on the monster prior to 10%.

I dont know if the situation that i am describing is clear.

not clear at all. But you seem to think Dominating blow + Culling strike does not work. It Does. Culling strike causes the monster to die if your attack brings them down below 10% HP. Connected to Dominating blow the monster will then fight for you.
