I feel the fact it exists on skill gems actually does make it a reasonable candidate for a keystone.

If such a passive existed, you would see people rush all the map to its exit without killing a single monster. Thats cool at first glance, but would ruin the whole Hack and Slash game mode and we just donot want it to be a race game.

The way the game is built, you would be near invincible. Mobs have a terribly hard time hitting you while you are moving, increasing mobility is one of the best thing I have seen to increase survivability. You have options to get mobile (that have casting animations that weaken them) already, a keystone is not necessary.

once pvp comes around this would end up on a whole new level of broken. Summoners would just run back through all their summons. Latas
Age of Conan had that huge problem with pvp. You could pretty much not hit a Necro if you were melee. That or it would make summons completely useless in pvp if they cant block block players from getting to you. They would simply be a dot that can miss. If we added that as a keystone I can guarantee it would turn into a must have for any pvp build. its the same reason we didn't want to add a instant teleport. Maybe as an unique item it could work. Something like chest piece removing your armor and energy shield or cutting your max hp by like 40% (or both).
