Is the Incinerate spell affected by "increased burning damage"? or just "increased fire damage"?

Just increased fire damage.
Increased burning damage does increase the damage if you get ignited by incinerate (which, if you have a chance to ignite, is pretty likely, but not very effective). Face it, all of your suggestions are worse than this idea:
