Black Smith and Armor Scrap Bug

So I have been encountering this bug since the 11.0 patch and it has been ticking me off quite a bit. So I would first imbue a regular item with either a black smith wheel or armor scrap until it reaches max. Then I would imbue it. Everything is fine until I either use a Jeweler's orb, a fusing orb, or simply level up. After one of those conditions, the bonus effects of the blacksmith/armor scrap on my magic or rare item disappears completely. That's the issue that I have been running into.
