This is only half right. You should slightly prefer evasion to armour on gear because of your Dex evasion bonus (don't be silly about it if you find a really good item that happens to be Arm/Eva or pure Armour), but when it comes to passives you should take Armour or Arm/Eva nodes in preference to Evasion nodes, assuming you are in the right part of the tree to do so. That's because Evasion nodes will only boost your converted Evasion, whereas Armour nodes will boost everything, including conventional armour (you're bound to have some from Granite flasks, Molten Shell and so on).
