Does haste aura give double effect to a spell totem?

It sounds like it does

First spell totem is created with your cast speed bonuses (including the bonus from haste)
Than haste affects spell totem after it is made giving it further cast speed
Totems don't get bonuses from auras - being in the range doesn't provide the bonus.

Haste just gives you bonus cast speed. That means your totem gets cast faster (because that uses your cast speed), and also that it casts faster (because that uses your cast speed).

Note that as wiggin says, you don't need to worry about keeping your spell totem in haste's aura range. As long as you have the effects of haste on you then your totem will benefit from it.

edit: Actually, I see what you're asking - and wiggin is right. Totems don't have their own cast speed, they just use yours. Even if a totem could get haste, it wouldn't help it at all.
