Is there some kind of external skill tree program?

I've seen screenshots of people using some kind of skill tree planner/character builder which shows the stats that said character would have etc. I was wondering where to find this.
I was told it was stickied in the general forum but I'm pretty sure that's not the case. |

At the bottom of each page of this site, you can see your characters when logged in. Click on one of them and then select Passive Skill Tree in the menu to the right.
